iGaming Destination Hubs: Where the World's Biggest Operators Are Based in 2026

5 min read readBy Diego ThompsonApril 12, 2026

The online gambling industry has developed a distinctive geography, with certain small jurisdictions hosting a disproportionate share of the world's licensed operators. Understanding why certain locations have become iGaming hubs illuminates the complex factors that shape where companies choose to establish themselves.

Malta has long been the pre-eminent iGaming jurisdiction in Europe, hosting hundreds of licensed operators within a relatively compact island. The Malta Gaming Authority's reputation for regulatory rigour, combined with the country's EU membership and favourable corporate tax arrangements, has made it the default choice for operators seeking a European base. The island has developed a deep talent pool of iGaming professionals, creating positive network effects that reinforce its position.

Gibraltar, despite its tiny size, has been a significant iGaming hub for decades, attracting some of the sector's largest operators with its low corporate tax rate and regulatory framework. The territory's unique constitutional status as a British Overseas Territory has historically provided operators with a distinctive combination of British legal traditions and lower tax burdens compared to mainland UK.

The Isle of Man has carved out a reputation as a premium jurisdiction that prioritises the quality of its licensee base over volume. The Gambling Supervision Commission is known for thorough due diligence and a collaborative relationship with licensed operators, making IoM licensing highly valued as a quality signal within the industry.

Curacao has historically been the most accessible licence for smaller operators, offering a more streamlined approval process and lower costs compared to European jurisdictions. However, the territory has been under pressure from international organisations and trading partners to modernise its regulatory framework, and significant reforms have been implemented in recent years to raise standards.

Emerging jurisdictions in Africa and Latin America are beginning to develop their own iGaming regulatory frameworks, and the next decade is likely to see greater geographic diversification of the licensed iGaming industry as new markets mature.
