Malta Gaming Authority Tightens Licensing Requirements for Online Operators

The Malta Gaming Authority has published revised licensing requirements that raise the bar for online casino and sportsbook operators wishing to operate under the MGA framework. The changes, which take effect later this year, cover several key areas including financial requirements, technical standards, and player protection obligations.

One of the most significant changes relates to minimum capital requirements. The MGA has increased the financial thresholds that applicants must demonstrate to prove they have sufficient resources to meet player liabilities and operate sustainably. This is intended to reduce the risk of operator insolvencies that could leave players unable to withdraw winnings.

Technical standards have also been updated to reflect advances in the industry. Operators are now required to implement more sophisticated geolocation systems to prevent play from excluded territories, and the requirements for game integrity and random number generator certification have been strengthened.

Player protection measures are at the heart of the new framework. Operators must demonstrate the implementation of enhanced due diligence processes for high-value players, improved tools for identifying potentially problematic gambling behaviour, and clearer pathways for players to access support services.

The Malta Gaming Authority has indicated that it will be conducting more frequent compliance audits of licensed operators, with stricter penalties for those found to be failing in their obligations. Industry participants have broadly welcomed the clarity provided by the updated framework, noting that higher standards benefit both players and reputable operators.
